Phase II - Subsurface Investigations
PIERS conducts Phase II Site Investigations (including soil, groundwater, and soil gas/vapor sampling) at sites where there is potential or known contamination. In order to determine the presence or absence of contamination PIERS professional staff of geologists and engineers can design and implement work plans tailored to the clients scope and needs. PIERS can perform soil and groundwater sampling to assess subsurface conditions in areas that are suspected to be impacted by contamination.
If contamination is found to be significant and/or to exceed regulatory cleanup levels or human-health risk standards, further site characterization may be required to define the extent of the contamination. PIERS can conduct additional soil testing, install and monitor groundwater monitoring wells, and conduct soil vapor testing. PIERS can provide evaluation of data and provide reports prepared and signed by a registered professional.
PIERS can assist clients with the process of remediation and case closure. This involves collaboration between our professional staff to design innovative and cost effective solutions to ensure our client has the most efficient path to regulatory closure. PIERS will ensure implementation of the remedial action plan until case closure is achieved. PIERS can also consult with the appropriate regulatory agency on behalf of our clients. PIERS proficiency in site management allows us to effectively pursue and obtain “case closure” and “no further action” status for our client’s impacted properties.

Phase III - Corrective Actions
If a Phase II Site Investigation determines that actionable concentration levels of hazardous materials have been detected in the subsurface environment on a property, PIERS is well equipped to design and perform Phase III remedial actions. Phase III projects begin with hazardous materials source and site delineations. Once characterized, the source and associated contaminants are either removed via excavations and disposal or monitored. Sites which show evidence of contaminated groundwater often necessitate that groundwater monitoring wells are installed and sampled quarterly at the discretion of local regulatory agencies.
PIERS has established and maintained outstanding working relationships with the regulatory agencies and their personnel in all California counties, therefore ensuring prompt issuance of agency responses. Additionally, PIERS has successfully accelerated numerous contaminated site cases to closure status by implementing various technologies such as soil and groundwater remediation treatment systems, biodegredation enhancement technologies, and vapor intrusion barriers.
PIERS has exceptional experience in estimating and documenting the financial liabilities associated with full Phase III correction action plans from discovery to closure. PIERS has successfully guided hundreds of contamination sites to case closure status. Even properties that are classified as open fuel leak sites, may often times be closed by case re-evaluation under new state closure guidelines.
